The U.S. has no national tourist tax refund
If you have traveled through Europe, you probably collected VAT refund forms at every store and cashed them out at the airport. The U.S. does not work that way. There is no federal sales tax at all, and each state writes its own rules.[1]
That means a tourist shopping in Texas follows different rules than one shopping in New York. New York has no refund program. Texas does.[2]
How the Texas refund program works
Texas and Louisiana are the only two states that give sales tax refunds to all foreign visitors.[2] In Texas, the program is run by private companies, not by the state government. You pay tax at the register like everyone else, then visit a refund office before leaving the state to get your money back.[2][3]
The Texas Comptroller confirms: when a customer picks up a taxable item in Texas, sales tax is due at that point of sale. But the retailer can refund the tax if the buyer later provides acceptable proof the merchandise left the country.[3]
What you need to qualify
The Sales Tax Institute and the private refund operators list these requirements[2][4]:
- Passport and photo ID. A valid tourist visa if your country requires one.
- Original receipts. No photocopies, email confirmations, or duplicates.
- Unused merchandise. Items need to be new, unopened, and presented at the refund office.
- Proof of international departure. A boarding pass, flight itinerary, or I-94 form.
- 30-day purchase window. Everything you claim must have been bought within 30 days of your scheduled departure from the U.S.

- Confirm the store is a participating retailer before buying.
- Ask the cashier for a printed, itemized receipt. Keep it flat and safe.
